WHO IS Leonard Snart:

Leonard Snart is a character in the flash who is a Central City thief was Lisa Snart's older brother. 

Leonard wanted to kill Barry with a cold weapon that can generate a thunderbolt at zero temperature, freezing everything he touches and creating solid ice objects. 

He also has the ability to delay Flash with a field of inertia.
